1. President Peron intends to cancel .ail Cedulas de Identidad (identification
cards) of the present t , according to a source considered reliable. He
will Institute a Registro do Vecindad (neighborhood registry) where all
Argentines and foreign ^esidents will be photographed? fingerprinted, and
Issued an ideni?.it'ication card bearing a case history of the besxer,. The
now forms are now being prepared by the Congressional printing shop.
2r For the past thirty years or more Argentine police authorities have issued
Cedula.s de identidad to native Ax genti nes and foreigners with tr, permanent
residence permit for Argentina. Those cedulas contain the bearer's name,
:atm of birth., physical description,. photographs, fingerprints and other
peer tinent data,,
`T'hese identification cards have become increasingly important. They must
be presented when seeking a position and,, in many cases, when dealing pith
banks and business houses. A zreoe nts between Argentina and Uruguay enable
those possessing identification cards issued at least two years previously
to travel without passports or v sas between the two countries, The saws
agreement existed between Argentina and. Paraguay urtil. the outbreak of the
recent civil war in Paraguay.
Its Asocic: ion Defensa Social Argm gti.na,e a political, organizat:?.-,,n founded a
year ago by Argentine Nationalist Amy and Navy officers and local businessmen
and considered to be an intelli ice agency, is reported to have suggested
the change of system to President Peron? General Bertollo, Chief of the
Federal Police,, strongly favors the idea?
25X1 A6a i Comment, The ramifications offered by the proposed system are' numerous
and varied., The fact that the ner' cards will bear a case history will reveal
nether the bearer has a police record or if he is suspected of subversive
activities. Opponents of the xar a Sent governments however, probably will be
classed as O mmunis ,s., This is the ccomon practice of the Arge=.ntine police.
The government is expected to use the proposed new system to harass and
hinder its political opponents and to smother opposition.
