1. As a result of a reported ennouncement on 3 October by the Ame scan Federation
of Labor that it would establish affiliated branches in Latin America in the
near future, the Conuniet sector of the Ecuadorian Confederation of Labor (CTE'
immediately initiated discussions on methods of counteracting the activities u
the AFL in order to prevent a split in organized labor. Since no decisions on
a course of action were reached, Pedro Saad, Ecuadorian Camm mist labor leader
for the coastal area, wrote to Vicente Lombardo Toledano in Mexico City, asking
for his advice and instructions.
