SUPPLEMENT
1. During the past month there allegedly has been a p1- onounced resentment within
the armed forces in Venezuela toward the Accion Dw ocratica Party. Precautions
have been tai ken by m nbers of the Army and Nations: Guard to preserve their
prestige and to strengthen their positi-in in case .cion Democraticaa endeavors
to remove them. The Army end National Guard are p.. -ticularly dissatisfied with
the domination of the Constituent Assembly by the =':.rty and with its approval
of accounts of various ministries in which there have been allegations of fraud
and graft. Members of the Army, particularly,, feel this situation could be
corrected, although not without dissension within ie Party ranks, f f Rosnulo
Gallegos, official Accion Democratica candidate, IF elected to the presidency.
Reports of graft by Rc halo Betancourt, .: nowntIng . t: approximately 5,000,000
bolivares, have been received. This anotuat alleges' y has been, transferred to
New York through an agent of 13Rtancourt. Other Ac(' on Democratics goverment
officials have been accused of graft cm. a st?ng to t me 20,000,000 bolivaree
from the Ministry of Finance through the co:lleetior? of import duties at the
port of La Guaira. Information has vela 9 been rece: red concerning raft in the
amount of 11,000,000 bolivares in the Linea Aeropoc tal Venezolana gAf~V) , which
is government-owned and controlled. It is zeportec that practically no records
of accounts are kept by LAV.
3. Lt. Colonel Carlos Delgado Chalbaud, Minister of Defense, and Lt. Colonel Mario
Vargas, Minister of Interior and a oomraaandiing officer in the Nationaml. Guard,
have stated their lack of concern ixn the immediate "uture over any civilian
uprising. However, they are extremely .onceirned a? gut what might happen upon
the closing of the National Constituent Assembly. 'n the event that this body
terminittes its work grithout making provisions for 'ianges in the decisions of
the Jurado de Reeponsibilid_ad Civil y Adln3.n:istrati' a with regard to the financial
assets of former government officials in the old Ck mez, Lopez Contreras, and
Medina Angarita regimes, there is apt to be serious disagreement among the
leaders of Accion Denocratica. It has been stated that Dr. Carlos Morales,
Minister of Foreign Relations, and Andr-)s Eloy Blai co, President of Accion
Democratica and Pres0ent of the National Constitu at Assembly as well, will
