SUPPLEMENT
1. It is reported that there has been a split in the Ecuad=rian Socialist Party
because of a disagreement over policy and the Party prot;a-am, Carlos Palacios
Sauna of Guayaquil, together with several o;.-standing w..nbers, has withdrawn
from the Party. This group plans to form an organizati i known as the Ps,rtido
Na,- onaliata Socialista. They feel that owing to a lac'. of political vi,dcm
among Socialist Party leaders in Quito, the opportunity of getting into the
driver's seat was lost by not supporting Carlos Manchenr in his revolutionary
coup.
2. The following is reported to be the platform of the new Party:
a. Establishment of enterprises and projects raider national operation without
competing with private capital..
b, Establishment of a parliamentary form of government to replace the present
congressional type.
c. Development of cooperatives..
