Compulsory labor, including milliorie (3) of war prisoners of various nation-
slities,, is being used in the construction of railways of the Baikal-Amur
biagistral and the Baikal-Okhotsk Magistral I Ion construction end
plans for railroads in Siberia.) German POVds are work3..ng mostly. in the Boda.ibo
(114-15, 57-50) and Ekimchan (132-58, 53-05) areas.
This use of compulsory labor represents the work of "Dalstroi", famous MVD
building organization which uses compulsory labor.
2. A chain of air bases is under construction along these railways.
Cadres of laborers are building.airports, barracks and other accommodations for
various types (unstated) of troops in the following areas; Chukhotsk (Bering)
Peninsula, Kamchatka, K9trijess Sakhalin Island, and the shore line down to
Vladivostok and Posiette (130-57, 42-42) near the Korean Border.

4. Most of the technicians, engineers., mechanics and qualified workers being
repatriated from Shanghai have been designated for this work (paragraph 3).
