The ultimate goal of this monarchist group is the restoration of the
boundaries of the nKingdom of Saint Stephen". Somewhat more modest are their
atm for a Danubian Federation or a confederation eMbracing Hungary, Austria,
Slovakia and Croatia under a monarch. Also acceptable is the idea of a
Hungarian kingdom based on the British pattern*
The supporting elements- of the Legitimists in Hungary are the high
Clergy of the Catholic Church, the aristocraty? the People's Democratic
Party (Fraffy wing), and certain elements of the Hungarian Liberty Party.
Legitimist sentiments prevail also among the majority of the Catholic
peasanta of Transdandbia. Abroad, support comes from
high ranking
military circles and certain Hungarian emigre groups in Austria,
Germany, nay and the United States led by Catholic priests. The opposing
elements are the Leftist political parties, the Small Holders Party, the
working diens in general; and most of the former officers of therHangarian Amier.

The program of this group is to bring about the restoration of the former
Horthy regime and possible perpetuation of the Horthy "Dynasty" through the
ex-Regent vs ten year old grandson, now a refugee in Germany.
The supporting elements of this group include high ranking officers of the
former Hungarian Army; the upper middle class, and the so-called "Horthy aristo..
craw" who held office during his regime. The supporting elements ab:oad are
personal friends of the former Regent among Allied diplomats.
The Opposing elements in Hungary include much of the middle and lower
classes, the Leftist political parties, the Legitimists, and former junior
officers of the Hungarian Arnymho resent the fact that Horthy, despite his
traditional anti-Communist policy, was attempting to save his regime by conducting
secret armistice negotiations with the Soviets.

This League, founded in 1920 by KafrolyWbeff, originally supported Horthy.
In 1938, however, under the leadership of Llsz14 DIrdossy, the League advocated
radical social reforms and opposed the conservative killlay-Horthy regime and
adopted an anti-Communiq policy-which,was both pro-German and anti-Semitic.
After the execution of Ba,rdossy in 1946, the League remained without a leader.
The platform of the League is to establish a nationalistic, anti-Communist
state in Hungary based on "democratic" principles, but with a strong central
executive power. Although there are some pro-Hapsburg and pro-Horthy elements
in its membership the League follows an independent policy.
Its supporters in Hungary are former members of the League, former junior
officers of the Hungarian Army, the middle class, the peasants, and among the
workers, those who were members of the Christian Socialist Party. Abroad, those
who back the League are said to be certain Allied military circles in Austria
and Germany, Vatican officials, certain Poles and Yugoslays in exile: and the
majority of the Hungarian PP's in Austria, Germany and Italy.
? This League is opposed in Hungary by all political parties represented in
Parliament, and abroad by the Leftist emigre groups and certain of the dissident
diplomats.

4. The Fortner Arrow Crossists
The members of this group still believe in the Fuehrer principle, and want a
strong Rightist Hungary. For the time being this group supports all nationalist
anti-Communist elements in Hungary and abroad, and its members are willing'to-
make any political concessions to facilitate a political change to the Right
in Hungary.
The supporting elements include former Arrow Cross Party Members, now
enrolled in the various political parties, both. Right and Left. Although
the group has no special underground organization, it is believed that it
participates in such movements anonymously.
The movement's supporting elements abroad are described as nen-frIAMmt
organizations such as the Uomo Qualunque Party in Italy; certain French military
circles in Austria; the Franco regime in Spain; former party members now living
in Austria and Germany (chiefly junior Hungarian Army officers), and members of
the former Hungarian gendarmerie.
