A source in Madrid has related from memory the contents of four letters
dealing with a proposal to arrange for the importation and sale of Argentine
frozen meat in Spain, Italy and Switzerlando Two of the letters are from
Fem Bidegain Prieto of 21-6 Calle de Ale:slap Madrid, and addressed to a group
of frozen meat importers at Aneias Marah Se, Beroelonao The other two are
replies from this group to Bidegain.
According to the first letter. dated 3 December 1946. Bidegain he been
approached by some Argentine persons with sound financial backing to arrange
for the sale of large quantities of frozen mat in Spain, Italy and Switzerland..
Instead of making arrangements on his own, Bidegain 'smote to the Barcelona
group, einee, according to a note pencilled on the latter, only this group
is authorized by the Spanish Government to import Argentine frozen neat. A
reply from the group wee received by Bidegain requestiug that he set a date

to pass on its quantity and quality

acquired for payment in Argentine money. Therefore it would be convenient
to bring in as members of the combine the Banco aspano American?, the
Banoo Bilbao, or DOMO other such organization possessing sufficient
funds to cover the Payments.
e. Information is requested on the component maws of the Spanish oombine,
their monetary resources, both collective and individual. The Argentine
combine reserves the right to withhold consent on the participation of
persons whom it does not consider suitable. A reciprocal privilege will
be e?tended to the Spanish combine in reference to the Argentine one.
f. After the Spanish combine is formed and its members approved, the
Lirector of the Banco Central Argentine will guarantee all the members
of the Argentine combine, and that bank will be responsible to the
Spanish combine for all credit operations that nay be underta!!:en.
g. The quantities of Argentine neat of all varieties available for disposal
is estiz:ated at 400,000 tons for the first year, with A possibility of
an increase up to 800,000 tons. If the figure is increased to 800,000
tons, the quota of some other country will have to be revised.
h. Shipments aro to made in installments of 8,000 tons.
1.0 As Spain does not possess any ',art with sufficient (refrigeration)
capacity for the quantity involved, the shipments are to be divided
among several ports until installations can be constructed.
jo The Spanish combine is to ensure that in every port where merchandise
is unloaded, there are sufficient refrirerated freight cars and trucks
for handling it.
4. The reply by the group to E. Didegain, dated 21 Iecenber 1946, indicates
acceptance of the proposal in principle. The letter states that at the
next meetinr of the group a connittee will be appointed to meet Didegain in
I adrid to obtain more detailed information from him.
