At Wastrow there are about 4500 men under the command of Second Lieutenant
Liessing, a Communist who once suffered Nazi persecution. He fled to the
USSR in 1936 where he entered the Russian service. According to informant,
Dieaaing is a capable sailor but is too interested in politics. Subordinate
to the Naval Command at -Rostock, his position is Commissar for Naval Installa-
tions on the Baltic Coast.
