Transfer of Communist Or animations to Paris

1. According to information of 2.December 1946, the various services of the
Seenish Communist Party are in process of being transferred from Toulouse
to Paris. By that date, the party's headquarters had been moved to the
French capitol, as well as some of its affiliated organizations, including
the Amicale des Aneiens FFI et Resistents Espagnols. Certain press work
will cnntinue to be carried on in Toulouse, instructions for whichwili
be sent from Paris. Among others, polloarpo Delgado of the Basque Commu-
aist Party and Colonel Paz of the Spanish Communist .Party will go to Paris.
Uatil recently, Deleedo has not been completely in accord with the Commu- 25X1X6
niet line. According to 1111111 Delgado stated that it was not certain
that Dolores Ibarruri would remain as Secretary General of the Spanish Commu-
nist Party,

3. The leaders of the Spanish Communist Party reportedly are concerned over
the luck of "intermediary cadres" in France. They attribute the shortage
to the fact that younger membersof the party are sent constantly to Spain
to take charge of the organization of guerrilla bands and of anti-Freed?
agitation.

40 According to persons in contact with Communist leaders in the Department
of Pyrenees Orientales, the refugees in this province controlled by the
Communists number between 700 and 800. Communist party members are re-
quired to contribute a minimum of one hundred francs a month for organi-
zational expenses and twenty-five francs for the "Aid to Catalonia" fun&
which is earmarked for fomenting the anti-Franco struggle in that region.
The departmental leader of the PSUC (Partit Socialista Unificat de Cata-
lunya - Catalan Communist Party), who is in touch with delegates stationed
along the frontier, is a certain Berle, who spent some time in Russia and

more recently, in Mexico. Formerly a man by the nano of Isidro was
departmental leader. He was transferred to Orleans because his superiors
did not consider his uork in the Department of Pyrenees Orientales satis-
factory. The Communists in this province have intensified their campaign
against the Moviment Socialists de Catalunya (composed for the most part
of members of the Partit Obrer d*Unificacio Marxtste and of PSUC dissidents),
and axe making every effort to eliminate membere of this coalition from
posts in Catalan cultural groups and refugee-aid committees.
5. Antonio Mije is the member of the Spanish Communist Political Bureau in
charge of studying the problem of regionalism in Spain and of directing 25X1X6
party policy in this aspect0 states that Mije does rot appear to
be well-informed on the aspirations and problems of the nutonomists and
is inclined to be evesiee when questioned on the matter. On the other
hand. Santiago Carrillo. Communist Minister in the Giral Government, i9
willing to express himself on regionalist problems and says that he
personally is in favor of giving the great eat possible Rmount of freedom
to the various peoples. Vicente Uribe, a member of the Spanish Communist
Politioal Bureau is centralist in attitude and is opposed to recognizing
the claims of the various regional groups. Colonels Lister and Paz, who
are Galicians consider the party policy on regional problems unsatisfactory,
especially in so far as that of Galicia is concerned. They attribute Abet
they describe as the party's unfortunate attitude to Mije's lack of under-
steading of questions relating to regionalism.
Collection of Funds b Galician Communists
6. Colonel Paz reportedly has received funds collected by Communists of
Galician groups of South America to be used for aid in the anti-Franco
fight in Galioia. The Communists state that such funds will be placed
at the disposition of the Galician. Minister in the Spanish Republican
Government-in-Exile, Alfonso Rodriguez Castelao.
