NATIONAL SECURITY COUNCIL INTELLIGENCE DIRECTIVE NO. 2
COORDINATION OF OVERT COLLECTION ACTIVITIES ABROAD*
Pursuant to the provisions of Section 102 of the National Security Act
of 19LL7, as amended, and for the purposes enunciated in paragraphs (d) and (e)
thereof, the National Security Council hereby authorizes and directs that the
following over-all policies and objectives shall apply to the interdepartmental
coordination of overt foreign intelligence collection activities to effect
sound and efficient utilization of the various departmental and agency col-
lecting and reporting facilities abroad:
1. There shall be an allocation of primary responsibility, within the
following broad categories, for overt collection of intelligence information
abroad,

functions: Prided, That no undesirable duplication of any of the specific
assignments in paragraph 1 above is involved.
2. The Director of Central Intelligence, in consultation with the Intel-
ligence Advisory Connittee -or individual members thereof, shall insure that plan-
ring for the utilization of the collecting and reporting capabilities of each
of the agencies avoids undesirable duplication and uncoordinated overlap and
provide adequate coverage for national security purposes.*
3. The senior U.S. representative in each nation where the United States
maintains a foreign post shall coordinate all overt collection activities in his
area. Full utilization shall be made of the assigned duties, individual
initiative, or favorable contacts of departmental and agency representatives.
L. All available intelligence information obtained by overt means by any
agency in the field shall, wherever possible, be transmitted immediately to the
field representative of the agency having the primary collection responsibility
assigned in paragraph 1 above, who shall then be primarily responsible for its
onward transmission: Provided, That the original collector shall not be enjoined
from transmitting the information to his own headquarters.
5. Departments and Agencies assigned primary collection responsibilities
under paragraph 1 above shall recognize the needs of the other Departments and
Agencies in establishing collection programs.
