Tab A requests the submission by the DCI of the annual report on the status of the foreign intelligence program to the President and the National Security Council no later than 15 August. Consequently, IAC agencies and subcommittees are requested to prepare appropriate contributions, the form and content of which should be designed to satisfy the requirements outlined in Tab A. 2. In general, the nature of the material desired appears to be sufficiently described in Tab A to enable agencies and committees to prepare contributions. 3. Under present arrangements, primary responsibility for preparing the annex containing material called for by NSC action 1430 n (Tab A, last paragraph) will be assumed by the office of Mr. Richard M. Bissell, Special Assistant to the Director for Planning and Coordination, Problems 25X1 related to the content and coordination of that annex will therefore be channeled, at least initially, through that office rather than the IAC Secretariat. 4. In accordance with reference (a), at least an interim three-year projection must now be completed by 15 July. The scheduling of this aspect of the annual report will therefore be handled separately from that of the balance of the annual report. The 15 August deadline for the principal portion of the annual report makes it necessary to maintain a tight schedule on contributions to and coordination of the paper, particularly because of the week required for Operation Alert and the present plan to place the item on the agenda of the IAC meeting for 7 August. We therefore would appreciate receiving all contributions to the annual report (exclusive of those items to be handled separately, as noted above) in this office no later than Friday, 13 July. 25X1 WILLIAM P.
