1. Action: Approved as revised by page 3 circulated
9 June.
2. Discussion: In connection with the minute (para. 6) on
the Watch Committee Report, Mr. Dulles noted that the NSC
members had now received copies of the Report but had not yet
discussed it in the Council. A paper on which to base such
discussion is being prepared and will be circulated to the IAC
before NSC consideration.
3. General Willems noted that because the ad hoc committee
had not considered budget problems in connection with setting up
the Indications Center, there might be delay in implementing the
Center. Mr. Dulles asked that an estimate of non-departmental
costs be promptly made and undertook to consider whether CIA
might meet such costs as being in the nature of funds for a
"service of common concern."

NSC Request for Report
and Estimate as to
Probable Effects of Restricting
Bloc Representatives
(IAC-D-83, 9 June 1954)
6. Action: Agreed that:
a. The State, Army, Navy, and Air Force members will
each make available to ONE in preliminary draft by 22 June a
brief factual report of approximately four pages on overt collection
activities within the Bloc, including the number of personnel, type
of material collected, and a general appraisal of the value thereof.
b. ONEwill prepare terms of reference for an estimate
covering the likelihood of Soviet retaliation, its probable nature
and the effect on the over-all US foreign intelligence effort, This esti-
mate would use Appendix D of the basic document as a guide, would
also benefit from the reports described in (a) above, and would be
submitted for IAC consideration on 29 June, following customary
NIE procedure.
New Designation of DNI
7. Mr. Dulles noted and congratulated Admiral Espe on the
recent designation of the Director of Naval Intelligence as "Assistant
Chief of Naval Operations (Intelligence). " Admiral Espe pointed out
that he is to continue to be referred to in correspondence and other
matters of inter-agency business as Director of Naval Intelligence.
