SUBJECT : Special Studies

1. As I mentioned at the 26 July 1966 Staff Meeting, we are
required to submit a study on "Length of Overseas Tours of CIA
Personnel" to the Bureau of the Budget. Attached is a list of specific
questions which should be answered in the study. You will, of course,
wish to call on the Plans Directorate for assistance and perhaps other
Directorates as well. I think it would be perfectly appropriate to have
exceptions, such as Vietnam, in order to limit the scope of the study.
2. Although the deadline for completion of the study is March
1967, I believe that we could complete this before Christmas. The
Executive Director-Comptroller has asked, the Director, OPPB, to
follow the progress of the study and to provide assistance as required.
I would suggest that your assumptions and outline of the study be cleared
with them before much detailed work is undertaken.
