MEMORANDUM FOR: Director of Personnel
SUBJECT : FY 1978 Overstrength Authorization (C)
l.(C) The Comptroller met with the Deputy Directors on 27 April 1978
to review the status of obligations and on-duty strength through
31 March 1978. It was agreed that NFAC should be allowed to exceed
its current ceiling through 30 September 1978. 25X1
2.(C) In reviewing our FY 1979 budget request, the Permanent Select
Committee of the House of Representatives denied our proposal to make
positions available in FY 1979 for the Collection Tasking Staff (CTS).
Accordingly, it was agreed at the Comptroller Meeting that the CTS should
be limited in FY 1978 to its current on-duty strength of til Congress
has acted on our appeal. This nullifies action taken ear i.er to authorize
CTS to exceed ceiling by up to 0
