SUBJECT : Overstrength Authorization (U)
1.(C) At the Comptroller Meeting 27 June 1978, the current and
projected on-duty strength of the Agency through 30 September 1978 was
discussed with an allusion to the possibility of authorizing NFAC to
exceed its 1978 ceiling by more than the 0 previously authorized.
While we did not articulate conclusive agreement at the meeting, I
believe it was the sense of those present that NFAC could proceed to
work toward its 1979 ceiling virtually without reservation.
2.(C) Accordingly, I consider that the previous authorization for
NFAC to exceed its 1978 ceiling by up to Dhas been revised, and you
are authorized to proceed as rapidly as is prudent and practical to
accelerate your recruitment effort. We will need to continue monitoring
Agency strength closely, of course, over the next three months and be
prepared to defer EOD's until after 1 October if projections change.
