1. The EIC Secretariat has prepared the attached columnar analysis of
selected USIB Committees -- SIC, GMAIC, JAEIC, and EIC -- as requested
by members at the 11 January meeting. This chart is for the purpose of
comparing the official policies, responsibilities, and functions of the EIC
with those of the other Committees.
2. Part one of the chart covers Policies and Production Responsibilities
which are taken directly from the following Director of Central Intelligence
Directives (DCIDs):
DCID 3/1, Production and Coordination of Foreign Economic
Intelligence,
DCID 3/3, Production of Atomic Energy Intelligence
DCID 3/4, Production of Guided Missile and Astronautics
Intelligence, and
DCID 3/5, Production of Scientific and Technical Intelligence
These DCIDs are the authority for the establishment of the USIB Committees
in these respective, fields and, as, indicated, the Responsibility for Economic
Intelligence Coordination. and the Missions of the SIC, GMAIC, and JAEIC, are
..also taken. directly from the DCIDs and included as "Comparison of Functions" -
part,two.of the,chart.
