EIC?P-6a ECONOMIC CAPABILITIES OF THE SOVIET BLOC TO SUPPORT A
1. The meeting was called to consider certain basic principles
underlying proposed two of reference for the working oup. After
general discussion there was compl,e te? agreement that:
a* the "hot war" war-supporting capabilities -wou1d be
analyzed, because earlier studies had already dealt with
Soviet capabilities to maintain military forces up to and
including mobilization but have not "crossed the th told"
of estimating support capabilities during hostilities,
b. three force levels (suggested in discussion at
100, 200, and 300 divisions plus an appropriate amount of
tactical air support), would be assumed and Soviet
capabilities to support these would be examined for various
time periods (suggested as 6 months, 12 months and for two
to three years),

a* generalized estimates of combat coxumption and
attrition would be calculated,
d, the potential accretions to the Soviets would be
examined in some de tails and
so analysis of transportation capabilities would be
limited to the Western European theater, where an EIC study
is already under way for WSEG.
2a the draft terms of reference, dated 5 February 195%,, were
returned to the working group for such modification as nee sa:t'y;
a redrafted terms of reference is to be submitted by 12 April to
