Discussion: This special meeting had been ed to consider the six monks "report of the EIC Working Group on Gui Missiles, EIC/D 117 dated 21 September 1955, and also to clarify teps which the Working Group had taken to implement its proposed progr for collection of counterpart data. The Chairman explained that the Working Group's comprehensive listing of collection requirements was a working document intended for use only within the Group. Its circulation outside the immediate membership of the Working' Group had been unauthorized but had resulted in widespread concern. He further explained that the Working Group had agreed that CIA should be asked to undertake on a "test basis" to collect certain selected counterpart data listed in this manual, and to that end had authorized the ORR representatives on the Working Group to "tailor" specific detailed requirements, from the manual, to cover one or more particular guided missiles systems, and to approach the responsible military services to work out mutually acceptable arrangements for contacting their individual contractors. Although a small portion of the desired in- formation was reported to be in these files, by far the greater portion was not. It was generally felt that decisions as to the future of this.
