GUIDED IAISSILES COUNTERPART DATA REQUIREMENTS MANUAL
:I. Discussion: This special meeting bad been called to consider
the Sik montfii report of the EIC Working Group on Guided Missiles,
EIC/D 117 dated 21 September 1955, and also to clarify steps which the
WOrkiee Group had taken to implement its proposed program for collection
of courterpart data. The Chairman explained that the Working Group's
comprehensive listing of collection requirements was a working document
intendee for use only within the Group. Its circulation outside the
immedieiel membership of the Working Group had been unauthorized but had
result.: e in Widespread concern. He further explained that the Working
Group Led agreed that CIA Should be asked to undertake on a "test
basista collect certain selected counterpart data listed in this
manue.le and to that end had authorized the ORR representatives on the
WOrklee Group to ."tailor" specific detailed requirements, from the
manual? to cover one or more particular guided missiles systems, and
to apple-each the responsible military services to work out mutually
accepteA.e arrangements for contacting their individual contractors.
Severaa of the members stated, however, that in their view the Working
Group should have consulted the EIC before proceeding with this approach,

(A representative of the Office of the Assistant Secretary of
Defense for Research and Development had been consulted to deter-
mine the extent of the counterpart data available in Department
of Defense files. Although a small portion of the desired in-
formation was reported to be in these files, by far the grater
portion was not. Accordingly, the Working Group had procei:ded with
the next step outlined in Para. 8 of their report, namely to "test"
the remaining requirements on the contractors involved in :reduction
of the Nike I. Apparently, however, this Sept. 30 request to G-2
had not been responsible for the inquiries from Office of The Sec-
retary of Defense levels . which had been concerned with t::e
in-
tentions of the EIC to implement collection of the eounter2art data
listed in the Working Group's far more extensive requiremezts manual -
the only document which had come to OSD attention.)
2. The Chairman further described his conversation 7A.th
Mr. Klein of the OSD Research and Development Policy Counel. The
latter had reported that the specific request for contact uith the
Nike contractors are being considered at OSD levels and that repre-
sentatives of the military services had been asked to stat their
views. The present special meeting of the EIC had been ca led in
order to provide members with the above background InformaUon.
SIX MONTSS REPORT OF EIC WORKING GROUP ON GUIDED MISSILES
3 Discussion: The six months report of the Working Group
was then conildered together with a number of suggested clarifications
and corrections which had been proposed by individual memiters (see
EIC/D 117/2, revised, of 18 October 1955). It was generally felt
that decisions as to the future of this Group should await the receipt
of additional information from the Working Group as to progress under
their previously assigned responsibilities
4 Action: The EIC authorized the continuation of tie Working
Group under its original terms of reference until 31 Eccember 1955
pending the determination of its future status

The Executive Secretary was asked to request the Working
a Rewrite its report and recommendations so as to
incorporate more specific statements of progress in its
assigned activities under Pares 1 through 4 of its
original terms of reference and to identify more pre-
cisely its recommendations as called for under Paras 1
through 3 of these terms of reference.

b. Take account in this resubmission of a number of
detailed textual corrections and clarifications which had
been proposed by various EIC members (see EIC/D 117/2
revised 18 October 1955).
0. Bring up to date their statement of steps taken in
connection with implementation of their proposed program
for collection of counterpart data, including particularly
the extent to which such data may already be available in
Department of Defense files.
d. Estimate the costs involved in the carrying out of
the Working Group's proposed counterpart program and the
eztcnto if any, to which this might cause delays in U. S.
guided missiles development and/or production.
e. Until further notice to make no contacts of con-
tractors, in connection with EIC Working Group counterpart
activities, without the specific consent of the EIC.
