le Discussion: After describing the desire of Mr. Joseph Dodge,
Chairman o ff' a Touncil of Foreign Economic Policy,, to receive coordinated
inte:lligenco support In regard to the subject problem, the Chairman dis-
tributed p_rnposed terms of reference for an ETC Working Group to provide
the inte3_1 ;ence requested. The members considered these draft terms of
reference in detail, suggesting a number of minor modifications. The
State Depe: ement member stated that he hoped OIR could make available a
suitable chairman for the new group and Mr. Henry Brodie was then sug.

REVISED RIPORT OF GUIDED MISSILES WORKING GROUP
3. Discussion: The Chairman recapitulated the principal issues
which had been r sed at the previous week's EIC consideration of the
report of the Guided Missiles Working Group, Following general dia-
cussion, ",~ which the Chairman of the Guided Missiles Working Group
participat:~d,, the Air Force member proposed that the revised report of
the Working Group be "noted", without EIC action on the specific rec-
ommeaadatio~xs m- with some of which various members disagreed. Several
membere hx,ressed a desire for guidance from the new IAC Guided Missiles
Intelligena::e Committee before undertaking further EIC activity in this
field. In the interest of avoiding further delay in obtaining the U. S.
counterpar'll data which members of the EIC Working Group had been seeking
to collect the members encouraged CIA to proceed with unilateral action
to obtain ':hese data as a straight CIA requirement.

it felt appropriate, to collect counterpart requirements pr -

that these were identified as CIA rather than EIC requirements,
