1. Announcements of Chairman. TAB B
(a) Minutes of the last two meetings, 26 January and 2 February,
were approved by interim action by EIC members on 14 February.
(b) Bibliographies of Economic, Technical and Scientific Re- TAB C
uiremente Guides. Explain to the members that this bibliography
was prepared by the EIC Subcommittee on Requirements and Facilities
for Collation in response to a strongly felt need for a comprehensive
listing of available collection guides. Since the individual Guides
included cut across economic, technical and scientific subjects, it
was impossible to confine the bibliography to the economic field
and the Subcommittee therefore intentionally made the listing a
comprehensive one. By agreement between yourself and 25X1 A9a
(Chairman of the SEC) the finished bibliography is now being submitted
for comment by both the EIC and SEC. If both groups agree it will
be published with the credit line as follows:

Action Taken or Recommended:
(a) Designate an ad hoc EIC group to contact the various re-
sponsible subcommittees and agencies and report back to the EIC
on remedial steps taken or contemplated.
(b) Instruct the EIC Secretariat to call the attention of the
appropriate subcommittees to the subject Post Mortem and to request
them to consult with the new "ad hoc" group on remedial measures.

3. Future of _ Exercise on China Trade and Shipping
Action Desired: If the members will approve the draft paper
no further action need by taken -- as the shortened exercise
recommended is not believed to require IAC approval. If members
do not agree to proceed with preparations for

then the draft proposal should be transmitted
to the IAC with the conclusion modified so as to (a) state briefly
the disagreement, and (b) request "IAC guidance as to whether or

not the EIC should proceed with" the two actions proposed in the

Release of Biweekly Report
Action Desired: Approval of such release by the members.
If there is disagreement, you should inform the members that you
feel obliged to refer the matter to the IAC -- recommending release --
and that they should brief their IAC representatives accordingly.

and it is contemplated that any such material in future issues

6. Other business
No other business is expected to be brought up for your information,
however, discussion of the Chemical Subcommittee is proceeding between
CIA, G-2 and Air -- the three agencies principally concerned. Fol-
lowing agreement among these three agencies a paper will be distri-
buted throughout the entire EIC membership.
