1. Announcements of Chairman
be kept in mind in future editions. A proposed outline for the TAB C_2
(a) Revised minutes of the last meeting, held on 8 March TAB B
1956, (which had been amended to include several revised wordings
proposed by members and to incorporate the results of follow-up
actions by the Chairman and the Vice-Chairman) were distributed
to the EIC members on 4 April 1956. These revised minutes were
to be regarded as approved unless members notified the Secretariat
to the contrary by.COB of Friday, 6 April. No such notifications
having been received the minutes are considered approved.
(b) The first meeting of the enlarge Working Group on Sino-
Soviet Bloc Economic Activities in Underdeveloped Areas was held
on Tuesday, 10 April. There was a discussion of the general format
of the Biweekly Reports and a number of suggestions made which will TAB C-1
first background study was distributed and discussed. Further
suggestions of participating agencies may be made direct to the
Chairman of that Working Group. Initial contributions are to be

research (EIC-S-21) has been disseminated. All members should have
copies. The annual listing (EIC-S-22) is now about to go to press,
but it will take another 50 to 90 days before this can be out in
printed form.
(e) Eight Months Progress Report of EIC Activities. TAB E
An eight months progress report on EIC activities ts~ tc3:`b& .-distributed
to members as they come in to the room. The Secretariat will be
glad to receive any comments.
(') GMIC Reply to EIC. In response to the Chairman's letter TAB F
to GMIC, inquiring as to the ways in which the EIC might best
support WIC activities, the latter have requested copies of all
papers produced by the EIC Working Group on Guided Missiles, but
advised the EIC that "it would appear to be unnecessary and un-
desirable for the EIC to proceed further with coordination of in-
telligence research on production aspects of Soviet guided missiles
(g) Transportation Logistics Working Group. CIA was glad to
receive a formal invitation from the Assistant Chief of Staff, TAB G

Intelligence, Department of the Army, to participate in a full-
time interagency working group to deal with problems of estimating
transportation capabilities -- particularly for land transportation.
This was in line with earlier recommendations of our Subcommittee
on Transportation and followed a number of discussions of such
arrangements in the main EIC -- and 8 months actual experience
with a similar arrangement in our Vol working groupA After con-
sultation with Col. Postlethwait, CIA accepted the invitation --
clarifying, for the record, that this would be a genuine interagency
group for which the Chairman and administrative support would be
provided by ACSI, but which would also report to the EIC Subcommittee
on Transportation. The Subcommittee will review and the EIC will
publish projects prepared by the Group on suggestions of interagency
interest upon which it desired to have interagency agreed intelligence.
CIA has promised to provide the equivalent of one analyst's full
time (Col. Baird may wish to comment on AFOIN's response).
(h) Emergency Plan (Operation Alert')' A working group of the
IAC has been asked to draft recommendations for the operations of
the IAC and its principal subcommittees in wartime or under an TAB H
assumed wartime condition -- particularly for Operation Alert for
1956. This working group has now agreed upon a report which is being
laid before the IAC. This report includes a specific recommendation
that each of the IAC subcommittees be instructed to undertake their

Discussion: Basically the Subcommittee found that necessary

for pulling these parts of the study together among the three
agencies most directly concerned, namely, CIA, Agriculture and
State. The Subcommittee concluded that there was little prospect
for getting crucial long-term aspects underway -- for which
Parts A and B were to have provided the background. The study will
take nearly 15 months.
It is planned that the Agriculture Subcommittee will complete
its coordination on or before 15 June 1957 to enable the final
coordinated draft to be delivered to the Economic Intelligence Com-
mittee Secretariat about i Jules 1957 for the consideration of the
EIC.

3. Proposed EIC Contributions to NIE 11-6-56, "Capabilities and
Trends of Soviet Science and Technology"
Action Desired: Approval of the Vice Chairman's sug-
gestion, namely, that ORR/CIA be asked to prepare'a draft of
the contributions requested by 26 April 1956, and that this
draft be cleared by 30 April with the EIC members.
Discussion: (See Vice-Chairman's letter attached as
Tab Z J
4. Statement of Priority of National Economic Intelligence
Objectives.
Action Desired:
a. Approval in principle of the recommendation that the EIC
formulate a statement of priority national economic intelligence
objectives based on the Statement of Priority National Intelligence
Objectives in DCID 1./5, and
b. Agreement that contributions

Discussion: Revised Priority National Intelligence Objectives
(DCID 4+/5) were approved by the IAC on 18 October 1955. A number of
suggestions have been made (over the past 12 months) for an

expansion of these approved objectives to
a. spell out in greater detail the specific scientific,
economic, military and political objectives implied by the overall
listing -- as a better guide for research programming in these
separate fields.,
b. develop specific priority collection requirements needed
to implement studies on the various priority "objectives" listed.
In January 1955 (based on DCID 4/4 -- the last previous draft of
Priority National Intelligence Objectives) OCI undertook a "detailed
spelling-out" of priority collection requirements which included
economic along with other types., of intelligence. This paper still
represents the "last word" in community efforts to derive specific
collection requirements from the National Intelligence Objectives.

lead in developing an expanded statement of Priority National
Scientific and Technical Intelligence Objectives (IAC-D-508,
27 December 1955); and this effort was commended by the IAC on
10 January 1956 with a statement that the effort "... might be
extended to other fields, to derive objectives in a particular
field based on the overall Priority National Intelligence Objectives."

only an abbreviated outline of objectives for military economics

and for the economies of Free world countries. Furthermore you may
wish to point out that many of the objectives related to Free
World economies were placed (in DCID 4+/5) in the third priority
categories -- and that developing world conditions may warrant
recommendations of a higher priority vP some of these objectives.
For example, priority 3-D might well be included in the second
priority in the next revision of DCID 1+/5. In any event you should
ask that State Department undertake to provide additional detail
under Items II, i, j and k, and III.

Action Desired: The EIC should either:
a. Instruct the EIC Secretariat to draw the attention of
appropriate subcommittees to problems in their field identified
in the subject Post-Mortem -- requesting the subcommittees to
report on remedial actions being taken, prior to the next EIC
meeting. rTn the case of several items not directly under a
specific subcommittee -- such as levels of consumption, and
armaments -- the Secretariat should request brief reports from
the agency with primary responsibility (in these cases ORR and the

Action Desired: EIC approval of the recommendation (in 0
Paragraph 7) in the Chairman's memorandum of 9 April -- i.e.,
establishment of an EIC Working Group to prepare the described
study on the Middle East Oil situation. Proposed Terms of Reference
should be submitted to the EIC before the end of April, and with 4 Al
a proposed due date for the final study prior to 1 August 1956.
Discussion: The background of this proposal is fairly well
summarized in your memorandum of 9 April 1956. ONE has been
interested in the sort of study suggested and has discussed this
with ERA analysts previously.
In view of the technical character of the study desired, it
is recommended that this study be done as an EIC project with
