There should be no problem about these minutes. It might be well to indicate that EIC-R-15 was well-received by the NSC Planning Board, and that in view of the reservations indicated by some of the ETC members, State has withdrawn its request that EIC-R-15 be released 25X1X7 2> Announcements of Chairman, (The primary purpose of this meeting is to obtain agreement an EIC-R-1~+, "Sino-Soviet Bloc Postwar Economic Activities in .Underdeveloped :Areas". This is likely to involve a fairly lengthy discussion. In view of the fact that the meeting is to begin at 1+00 hours, and that some of the Pentagon members want to leave by 1600 hours, announcements should be kept to a minimum. Draft Annual Pro?~ress Report You should mention that copies of .the draft Annual Report were TAB C distributed to members as they entered the room, together with a considerably mare detailed Secretariat report on individual projects TAB D and activities of the year,. for the information of the EIC members. It is hoped that the members' approval of the Annual Report ar any comYnents thereon can be given to the Secretariat by the end of the week so that the Report may go forward promptly to the IAC. The attached copy of EIC-R-1~+ embodies. a number of changes suggested!-~ by various participants that seem acceptable to EIC~S and unlikely to be controversial. ~Qther suggestions of a more controversial nature have not been embodied in this document. It would seem that the best procedure would be to go through the document (as was done in -the case of EIC-R-15 Preliminary, "Economic Implications of the Denial of Middle East Oil") propo-sing the changes you have on your copy, and offering opportunity for the members to propose further changes. Incidentally,- ICA anI Agriculture have previously indicated their concurrence in the paper as it stood,-and Ed Doherty was satisfied with it .as it .stood. For your information, the CIA analysts involved ran iota continuing difficulties with .State representatives in preparing ..and coordinating this paper. No claim show-d be made that this paper is an outstanding product. Under the circumstances, however, it should be approved in (substantially) its present form as the best product it is practicable to obtain.
