The Acting Chairman introduced Robert E. Simpson, the new EIC representative of the Department of Commerce, and Robert Pa Terrill, who in the near future will be replacing Edward W. Doherty as the representative of the Department of State. Present through discussion of EIC-RIB--S2 only. The minutes of the EIC meeting of 2C~ November 1956 were approved.. EIC-R.l~+-S2 3. Discussion The Acting Chairman presented the draft report covering developments through .the foux-month period 1 .September-31 '~ecembex~ 195. He proposed that future s~,~:ppl.ements cover si:~ montY~s periods, and t:Y?P members agreed.. The EIC then considered tra.e draft report section by seut~.on. The representative of the ~Toint Staff suggested a reorgani= za~tion of the Introduction., and several specific insertions or rewordings were proposed by the Acting Chairman and .the representative of ACSI. There were .general expressions of commendation for those who had produced the report--particularly in view of other NIE and EIC responsi- bilities which they had to .carry out at the same timed The Chairman of the Working Gr?up expressed her appreciation of the Secretariatts assistance. ~. Action The EIC approved the report, authorizing the Secretariat to incorporate the various revisions which had been agreed. PROCEDURE FpR REVIEWING OF EIC SUBCOMNLT'.I~'EES 5. Discussion The Acting Chairman outlined the proposed procedure and in~'~x?odia.ced a laxge chart summarizing graphj.cally th.e principal activites of the EIC~s substantive subcommittees. He commented on some of ti'?e principal points brought .out by the chart--particularly the variation in n~:aanber of meetings held. The Secretariat then pointed out a number of differences among the subcommittees in .their approach to various responsibilities. Members joined in an infox~ma,l discussion of broad aspects of some of the subcommitteesg problems. Action There was general agreement to proceeding as proposed9 beginning at the next meeting with the Subcommittee on Electronics and Telecommunications which has raised certain p~y~oblems for consideration by the E2C representatives of the Z.AC agencies. CONTRIBUTIONS CF REPRESENTATNE OF THE' DE1'ARTMENI' (7F STATE 7. The Acting Chairman expressed the appreciation of the EIC for the many contributions which Edward W. Doherty has made since the Committee was first organized. Not only had the Department of State been ably represented9 but the community as a whole has profited from the initiative9 penetr.?ating judgment and sustained .effort which Mr. Doherty has consistently brou~it to bear on economic intelligence matters. Members of the Committee joined ~,n expressions of appreciation and good will, and in the hope that Mr. Doherty would continue to attend ETC meetings prior to his departure from Washington.
