I. The minutes of the EIC meeting of 4 June 1957 were approved.
ANNGUNC ..ENTS OF CHAIRMAN:
2. The Chairman announced that draft copies of EIC-Rl.4-S3, "Sino-
Soviet Bloc Economic Activities in Underdeveloped Areas, 1 January
30 June 1957", had been distributed to the members of the EIC Working
Group on Sino-Soviet Bloc Economic Activities'in Underdeveloped Areas.
After review and-approval by the Working Group, the draft report will be
submitted to the EIC for its consideration.
30 The Chairman announced that the Director of Cenral Intelligence
had established the office of Deputy Dire for 'for Coordination, with
responsibility for aiding him in promoting effective coordination within
the intelligence community. General Lucian K. Truscott, Jr. (USA: Retired),
has been appointed Deputy Director for Coordination. .125X1A9a
formerly Executive Secretary of the E1C, has been appointed Assistant to
General Truscott. The Chairman commented on fine performance 25X1A9a

during his incumbency as Executive Secretary. He indicated that he shared
with the other EIC members a real . appreciation for initiative
and devotion to his work, and a feeling of loss to the EIC occasioned by 25X1A9a
transfer.

Executive Secretary of the EIC, and of

ANNUAL REPORT TO NSC ON STATUS OF FOREIGN INTELLICEN(E ..PR TRAM
4.a Discussion:
The Vice Chairman indicated that the primary purpose of this
meeting was to arrange for a coordinated contribution on economic intelli-
gence to the Annual .IAC Report to the NSC on the Status of the Foreign
Intelligence Program.

5. Action:
There was agreement that the contribution should follow the lines
of last years contribution, except for certain designated differences.
The contribution was to be coordinated by the EIO Secretariat, with material
on the Free World to be prepared by the Department of State, and material
on the Bloc by CAA./ORR. Suggestions were welcomed from all members and
were to be submitted either to State or to the E10/S. A.coordinated draft
was to be submitted to the EIC members by Tuesday, 30 July. It was hoped
that coordination could be accomplished by interim action.

COORDINATION OF NON-BLOC ECONOMIC INTELLIGENCE BY THE ElC
6. Discussion:
The Vice Chairman pointed out that in the past the EIC has been
concerned largely with coordination of economic intelligence on the Sino-
Soviet Bloc. He requested that the me?hbers consider making more use of
the Eli' as a coordinating mechanism with respect to non-Bloc matters. The
State Department member indicated that there were many economic intelligence
problems relating to non-Bloc areas where coordinated EIC activity might be
extremely helpful. He indicated that he would consider some of these
problems, and that he might well propose EIC action on, one or more of them..

EIC SURVE` S OF PROFESSIONAL PERSONNEL .ENGAGED IN :ECONOMIC RESEARCH IN
7. Action:
After some discussion. of the numbers of professional personnel
engaged in economic intelligence research within the Government, it was
agreed that the earlier ETC Surveys of Professional Personnel within the
US Government Engaged in-Economic Research on Bloc and non-Bloc areas
would be distributed.to the BIG representatives of the LAC agencies, and
that the EIS; would consider undertaking a new survey covering this field.
