The Chairman introduced and welcomed to his first meeting Charles E. Grim,: the new alternate representative of the Department of Commerce. ANNOUNCEMENTS OF THE CHAIRMAN: 3. The Chairman indicated that copies of the earlier EIC surveys of professional personnel engaged in economic intelligence research within the US Government would be distributed to the-SIC representatives, and that in undertaking a new survey covering this field it would be necessary to rely heavily on the associate member agencies (see item 7, EIC-M-61). 4. The Chairman announced that a coordinated statement on economic intelligence had been forwarded to the IAC Secretariat for use in the IAC Annual Report to the National Security Council on the Status of the Foreign Intelligence Program (see Item 5) EIC-M-61). 5. The Chairman announced that the EIC-approved statement of Priority National Economic Intelligence Objectives had been forwarded to the 2AC and would be placed on the agenda for consideration at an early IAC meeting. The statement of Priority National Economic Intelligence Objectives had been reviewed by the Board of National Estimates for conformity to the basic Priority National Intelligence Objectives, as directed by the IAC, and was found to conform to DCID 4/6. 6. The Chairman announced that the CFEF had requested him and Mr. Terrill to arrange for brief, quarterly summaries of Sino-Soviet Bloc economic activities in underdeveloped areas for use by the Council. The.first such .summary, based largely on Biweekly Report materials, was well received. Discussion: The Working Group-approved draft report was considered. The EIC representatives present (and the representative of the International Cooperation Administration in a previous communication) agreed that EIC-R14-S3 was a most satisfactory report, and the best in the series to date. A number of suggested modifications were discussed and agreed. 8. Action: The EIC approved ETC-R14-S3, authorizing the Secretariat to incorporate the revisions which had been agreed and to make additional editorial changes as required.
