Executive Secretary
1. The Chairman expressed his sorrow and deep regret at the
death of J. Duncan Holmes, alternate representative of the Department
of the Army who had long been associated with the EIC. The Chairman
stated that he is writing a letter to Mrs. Holmes expressing the EIC's
sympathy and noting her husband's long and valuable service to the
organization.

2. Col. Guzak announced a change in the Air Force alternate;
Dr. Outten J. Clinard is replacing Kingsley Hamilton, who has been
transferred to another office. The Chairman is to write a letter of ap-
preciation to the Air Force in recognition of Mr. Hamilton?s long and
valuable service to the EIC.
3. The Chairman reported briefly on report s received from the 25X1A9a
former Vice Chairman of the EIC
APPROVAL OF MINUTES:
4. The minutes of the ETC meetings of 3 and 10 August,, EIC-M-87
and 88, respectively, were approved as written.
NOMINATION OF VICE CHAIRMAN:
5. The Chairman nominated CIA, as the
successor to This proposal was approved unanimously
by the members.
EIC-R-18, "VULNERABILITY OF THE EAST GERMAN ECONOMY TO
WESTERN COUNT E7 E
6. The Chairman briefly reviewed a 25 October letter that the Di-
rector of Intelligence and Research, Department of State, wrote to the
Director of Central Intelligence. This contained a proposal for a coor-
dinated study on the economic vulnerability of East Germany. An ad hoc
working group of the EIC was set up in response to this suggestion.
ORR, was appointed Chairman and others in the
group were from CIA/ORR and the Department of State.
7. Action: The EIC reviewed EIC-R-18 and, after minor revisions
were made, approved it. It was agreed that the editors and EIC /S should
make whatever further editorial changes were considered necessary. The
anticipated distribution date for the report is 30 December.

The Chairman thanked the members.of the working group and
the supporting specialists for their effective participation in the project
and expressed the EIC's appreciation for a job well done.
[It was subsequently decided that the table containing NOFORN
material would be issued as a supplement (EIC-RI8-Sl) to the report; the
supplement will be attached to EIC-R-18 and both will be disseminated to
the intelligence cormmunity.]
