2. The Chairman reported that the last EIC report, "Vulnerability
of the East German Economy to Western Countermeasures" (EIC-R-18),
had received many compliments. Notable among these was one from the
requestor of the project, Mr. Foy Kohler, Assistant Secretary for Eur-
opean Affairs, Department of State. In a letter to 25X1A9a
he expressed his appreciation for the cooperation o t e economic ante -
ligence community in producing a fine report and declared his hope that
future developments in the subject would be noted. Copies of this com-

Chemical Corps Intelligence Agency, as Chairman of the Subcommittee
on Chemicals, vice Dr. Nathan Gordon.
4. The Chairman explained that the Secretariat has developed a
new format for EIC-S-35, "Survey of Internal and External Economic
Research Projects on Selected Non-Bloc Areas, 1 July 1959 through
30 June 1960.'? The information contained therein will remain the
same, but the new Survey will be presented in a form. similar to that
of the Intelligence Publications Index, It is now in Reproduction and
will be disseminated early in March.
REQUIREMENT FOR PERIODIC REPORTS ON BLOC MILITARY AID

5. The Chairman mentioned the exchange of correspondence be-
tween the Director of Central Intelligence and the Director of Intellim
gence and Research/State regarding the desire of the US Disarmament
Administration for periodic reports on Bloc military aid to Free World
countries (See EIC-D-465, 3 February 1961). Dr. Guthe reported on
the action taken at the USIB meeting held on 14 February at which the
subject of expanding the terms of reference of the EIC Working Group
on Sino=Soviet Bloc Economic Activities in Underdeveloped Areas was
discussed. The majority of the USIB members felt that the existing

terms of reference were adequate to carry out the request. As a result
of that meeting, the EIC was directed to inform the Working Group to
give increased attention to the various aspects of the military aid pro-
grams of the Bloc countries within the context of the information desired
by the Disarmament Administration.
Action: It was the consensus of the Committee that the requirements
need to be`clarified before definite guide lines could be given to the Work-
ing Group. The Chairman stated that he would confer with Mr. Gullion of
the US Disarmament Administration, and that EIC guidance would subse-
quently be provided to the Working Group.
EIC-R14-S10, 81SINO-SOVIET BLOC ECONOMIC ACTIVITIES IN UNDER-
DEVEL~OPED AREAS, 6, The Chairman commended the members of the Working Group for
meeting the tight time schedule and at the same time preparing such a
good, comprehensive report. Mr. Forrest suggested, and the members
agreed, that it should be noted in the Foreword that in this particular re-
port more emphasis has been placed on significant Bloc military aid activ-
ity. Review of the report was undertaken by major sections and a number
of changes and modifications were suggested and accepted.
Action: After the EIC approved EIC-R14-S10, it authorized the Work-
ing Croup, the Secretariat, and the editors to incorporate the revisions
which had been agreed upon and to make additional editorial changes as
