1. The Chairman introduced Col, Leo M. Braun, the Department
of the Air Force. representative, and his alternate, Dr. Outten J. Cunard,
who were attending their first EIC meeting.

2, The Chairman announced that Dr, Norris G. Kenny, Office
of the Assistant Secretary of Defense, has retired from Government
service, and that a letter has been written to Dro Kenny noting his lon~5X1A9a
and valuable association with the EIC, Dr, Edward Ro Van Sant has
been des?i Hated to replace Dr. Kenny, It was also noted that
formerly of the Secretariat, had been. forced to retire ecause
of ill healthy
EIC ~Rm 18, 1?VULNERABILITY OF THE EAST GERMAN ECONOMY TO
E R EASUR '
3o The Chairman. noted that the- Task Force on Berlin, set up by
the Operations Center of the State Department, will re-quire information
on the vulnerabilities of the Communist position in East Germany and our
capability for exploiting these vulnerab?6.litieso In this connection, the
USIB has directed the EIC to review and update or issue an annex, as ap-
propriate, to EIC-R-18, 1?Vulnerability of the East German Economy to
Western Countermeasures," published in December 1960 (see USIB-M-
1619 27 June 1961yo The Chairman stated that there have been a variety
of developments since .December that should be discussed in the forth-
coming annex, As a result of the requirement levied upon the Committee,
the Working Group that prepared EIC =R-18 has been reactivated to pre -
pare a draft for review by the EIC e The dissemination date to the EIC
will be about 24 July, .and it is hoped that the paper will. be ire the hands of
the users by early August,

5, The Department of State has requested from the EIC an intel~
ligence study of the strategic impact on the Soviet Bloc of international
embargo controlso The Chairman suggested to the members that the
Subcommittee- on Economic Defense could very appropriately prepare
the type of intelligence report that is req~.ired, and stated that he -would
pass on the request to the Subcommittee for preparation of a study a,n
accordance with the agreed terms of reference prepared by Working
Group I of EDACo The study will be reviewed by the EIC and sent to the
requestor by the target date of 1 September 1961.
