ANNOUNCEMENTS BY THE CHAIRMAN;
2. Copies of the ORR-coordinated contribution to the SIC
study on Soviet Science and Technology will be disseminated to the EIC
representatives of the USIB agencies early next week. Comments or
concurrence will be due to the Secretariat c. a, b. 21 September.
3. The Annual Report to the USIB of the EIC is presently in
reproduction. Copies will be disseminated about the end of September.
4. Morton Pomeranz, International Activities Assistant, Tech-
nical Review Staff, Office- of the Secretary, has recently been designated
the Department of the Interior representative of the EIC, vice Harry M.
Shooshan, Jr.

5. The Chairman noted that the report had been prepared by the
Subcommittee on Economic Defense, in accordance with the agreed terms
of reference of Working Group I of EDAC, to f ulfill a requirement for an
in telligence study an this subject from the Department of State. A revised
version of the Summary and Conclusions, a draft Foreword, and an errata
sheet incorporating changes suggested by the Chairman- were distributed.
Mr. Van Sant expressed concern t~iat the paper belittled the impact

of the embargo program an Sav et~~E~l~. However, a rewriting~~
of the passages under discussion seemed to solve the problem. Mr. Tucker,
after praising certain aspects of the paper, expressed doubt as to whether or
not the third section was an adequate response to the needs of State Department.

The Chairman. stated that the report ~~~ the terms of reference pre-
pared by EDAC, and expressed the hope that the paper would be of real
assistance in negotiations with the British.
The Chairman mentioned that there would probably be very few
pages containing NEaF?RN mate-vial and that, if clearance of this material
could not be obtained, the NOF4RN information would be so marked on the
copies of the report used at the C(~CDM negotiations.
