Copies of the ORR &r i?at -~ contribution to the SIC study on Soviet Science and Technology will be disseminated to the EIC representatives of the USIB agencies early next week. Comments or concurrence will be due to the Secretariat c. o. b. 21 September. 3. The Annual Report to the USIB of the EIC is presently in reproduction. Copies will be disseminated about the end of September. 4. Morton Pomeranz, International Activities Assistant, Tech- nical Review Staff, Office of the Secretary, has recently been designated the Department of the Interior representative of the EIC, vice Harry M. Shooshan, Jr. CONSIDERATION OF EIC-R-19, "THE STRATEGIC IMPACT OF THE INTERNATIONAL EMBARGO PR GRAM ON THE IN - VIE LO C": 5. The Chairman noted that the report had been prepared by the Subcommittee on Economic Defense, in accordance with the agreed terms of reference of Working Group I of EDAC, to fulfill a requirement for an intelligence study on this subject from the Department of State. The Chairman stated that j-the report met the terms of reference, and expressed the hope that the paper would be of real assistance in negotiations with the British. The Chairman instructed the Secretariat to incorporate the revisions which had been agreed upon and to check on certain paragraphs that had been questioned.
