Copies of the ORR contribution to the SIC study on Soviet Science and Technology will be disseminated to the EIC representa- tives of the USIB agencies early e week Comments or concur rence5will be due to the Secretariat by c. o. b. 22 September. 3. The Annual Report to the USIB of the EIC is presently in reproduction. Copies will be disseminated about the end of September. 4. Morton Pomeranz, International Activities Assistant, Tech- nical Review Staff, Office of the Secretary, has recently been designated the Department of the Interior representative of the ETC, vice Harry M. Shooshan, Jr. CONSIDERATION OF EIC -R-19, 5. The Chairman noted that the report had been prepared by the Subcommittee on Economic Defense, in accordance with agreed terms of referenceAe4 Working Group I of EDAC, to fulfill a requirement for an intelligence study on this subject of the Department of State. A revised version of the Summary and Conclusions, a draft Foreword, and an er- rata sheet incorporating changes suggested by the Chairman were distributed. Substantial discussion followed as to whether or not the coverage of the paper should be confined solely to strategic aspects of the embargo program or whether it should include discussion of the effects of the embargo program on over-all Soviet economic growth and development. The report was approved after a page-by-page review was considerable undertaken and a/number of revisions were proposed and accepted. The Chairman instructed the Secretariat to incorporate the revisions which had been agreed upon and to check on certain paragraphs that had been questioned.
