Pursuant to your request of 7 December attached Is a staff study on the problem of what constitutes a basic report. With limited manpower and budget, this is considered to be the most fundamental problem facing all the elements involved in National or "Basic Reporting". The extent to which the basic report can be simplified will in large part determine whether or not all involved components can meet their national tasks and hopefully have some remaining assets available to meet crises and other work of equal importance. One thing is certain. If LAD and NPIC do not come forward with a proposed format others will provide a solution much less palatable. 2. Although basic reporting is of extreme importance, there are many other pressing problems confronting IAD. Some of these are: a. IAD Internal vs External Support Concepts b. The possible relocation of IAD c. PI Rotation, Recruitment and Training d. Participation of IAD on National Committees We feel, however, there is one fundamental question that must be answered prior to discussing these as the parameters will change, drastically. The purpose of the Conference is to develop a uniform rationale for Center action in effectively implementing the JIIRG Report recoru;endations as well as to discuss and better understand specific problem areas of our activities. 2. At this point in time and space fault-finding with and correction of JIIRG is a little late. Develop agenda items that will promote IAD operations in meeting both its Departmental and JIIRG-assigned National responsibilities. All aspects of operations must be considered from support forth- coming from NPIC to manpower available within IAD. Reference Block - complete inventory of available photography of target Format A variety of formats could be (and have beer.) used for base reports. In the past, small format reports of several pages under hard covers have sometimes been generated and then later updated by similar pages issued under a cover sheet only. The cost of prod-acing and filing such base reports which are to be continually updated merits some consideration. Another approach might very well be a single 18 x 25 (+) sheet printed on both sides. Such a sheet would accommodate most targets as defined under the present COMOR system of defining targets for high resolution photography. For instance, one sheet would describe a missile launch area; a series of sheets would be required for an entire launch complex. Similarly, several sheets would be produced to cover an entire nuclear weapons proving ground or industrial complex, but a single sheet would comprise the basic report on any one test area or specific industrial target. These target sheets could be pre-folded for filing purposes. The large size would accommodate large-scale base drawings on one side and locator maps, photos, data blocks, and references on the other side. Economy measures coulc': be served in terms of time and money by keeping the format and presentation simple with a minimum of color separation places. Subject: Basic Exploitation (Definition) "Basic Intelligence Support Exploitation is that imagery interpretation effort which is undertaken to provide a flow of basic image-derived information required by more than one agency, department, or command. It is a step-by-step process of extracting and accumulating information from reconnaissance imagery. Basic Intelligence Support Exploitation involves and is limited to the derivation of information on each specific installation, object, activity, or search area examined. It requires the preparation of an authoritative base report which is augmented by information derived from subsequent first- and second- phase reporting and, is updated periodically, or as required by appropriate authority, during third-phase exploitation. Basic Intelligence Support Exploitation can be provided as a service of common concern and effectively programmed against the acquisition of all modes of reconnaissance imagery. " JIIRG Report, Appendix L, Sec. III-A H. Problem: What.should a "base report" consist of? From the JIIRG definition we see that the base report should: 1. Be limited to a given target; 2.. Be based on photographic data only; 3. include basic data which can be updated periodically by information derived from subsequent first- and second-phase reporting; 4.
