(S/D) SIGNIFICANCE: SOVIET TROOP ROTATION IN PROGRESS, IN KABUL, AFGHANISTAN. 2. (S/D) REMARKS: SOVIET TROOP ROTATION WAS IN PROGRESS AT KABUL INTERNATIONAL AIRFIELD ON ONE IL-76 25X1 CANDID WAS THE TAXIWAY WITH 25X1 THE REAR DOOR OPEN AND TWO COLUMNS OF TROOPS WERE IN FORMATION. ALTHOUGH CANDID ARE USED ON A REGULAR BASIS FOR THE DELIVERY OF CARGO TO AFGHANISTAN, THIS WAS THE FIRST TIME THEY WERE OBSERVED BEING USED IN A TROOP ROTATION. ELEVEN CARGO TRUCKS WERE ALSO PRESENT. ADDITIONALLY, ONE AN-12 CUB WAS PARKED ON THE CENTER CROSSOVER LINK AND TROOPS WERE BOARDING FROM EACH SIDE OF THE AIRCRAFT. FIVE ADDITIONAL PERSONNEL FORMATIONS, FIVE BUSES. AND SIX CARGO TRUCKS WERE ADJACENT TO THE CUB. 3.
