2. Background.' We have become increasingly concerned by evident
weaknesses in community collection of such positive information. 25X1 B
information' called for by officials responsible for assessing the consequences
for US foreign policy. We have often been "caught short", in meeting this
need of the high-level consumer. Moreover, the Central Intelligence Agency 25X1 C
