aubject: Correspondence from the Department of the Army and CIA
Attached for Mir. Armstrong's signature is a letter commenting on
the correspondence you recently referred to HI. This letter has been
cleared with Mr. Nicholson of SY.
Two courses of action seemed available in preparing our reply.
One involved commenting in detail on the Army's proposal which has some
merit but is poorly conceived and on CIA's reply which has several
inaccuracies annN'. in Hart gives very superficial consideration to the
-Problem. The other possibility was to express general agreement with
the Army's suggestion for a survey and to recon?:end that the study be
broadened to include several other equally import&~t problems requir-
ing attention. He chose the latter alternative and felt that it was
sufficient at this time merely to suggest these additional problems
without describing them in detail or revealing our own position concern-
ing -them.
If you agree with this approach and if CIA's reply is favorable
it will, of course, then be necessary to develop a full statement for
presentation to CIA. I have already informed hr. Nicholson that we hope
he will work closely with us so that the Department will speak Tiith one
voice on these issues and he has agreed to do so.
