glad that the members of the panel, with
the possible exception of Thornton, were
not handpicked by me - I really had no idea
of the opinions of the others. Saw Gen.
Samford for a moment in the P-gon on Monday,
and he seemed not too unhappy.
Expect Fred's draft - better have him
send it to me at

such things. I should lice him to send with
it, for my retention, a copy of our Panel
report.
Schedule: NSA group meeting on Thurs.

a man whom
I know and greatly respect, co o twice muen on the theory
of many of the relevant phenomena as anyone else I could name.
If this problem is as important as I think it is, I really be-
lieve it would be inexcusable not to find some mechanism to
secure a large fraction of - time and interest:
