25X1 1. I I LIAISON Jim Bush, House Permanent
Select Committee on Intelligence staff, called to say that the Budget
Authorization Subcommittee may be looking into HUMINT over the next
v ten months. They feel they are still less familiar with this area than
any other part of intelligence. Bush intends to call John McMahon, DDO,
and ask for a list of previously done studies so they don't duplicate anything
already done.

25X1 NFAC/ORPA, to a briefing of
Duke Short, who works for Senator Strom Thurmond (R., S. Car.) on
the Senate Judiciary Committee. The subject covered in the briefing was
a report the Senator had received about a possible serious incident in
the Canal Zone. Short was told that he had received the same information
that Minority Leader Howard Baker (R., Tenn.) had been briefed on. This
seemed to satisfy him and he said it would not be necessary for us to brief
the Senator.
25X1 3. ADMINISTRATIVE DELIVERIES Delivered
a box of slides, which the Agency had borrowed, to Representative Paul
Findley (R., Ill.) and left word with Bob Wickser, of the Congressman's
staff, that the Agency people very much appreciated the Congressman
making the slides available to us.

in the office of Representative Gus Yatron (D. , Pa.), who requested a copy
of a classified study I told Mr. Cooke

H. R. 11383, the U. S. Academy or Peace and Conflict Resolution Commission
Act of 1978; H. R. 11326, a bill to establish an Institute for Human Rights
and Freedom; and H. R. 11548, a bill to establish a national policy for
application of science and to hnology to U. S. foreign policy. (See Memorandum
for the Record.)
8. LEGISLATION Spoke with Tom Smeeton,
Minority Staff Consultan House International Relations Committee,
regarding H. R. 11383, . R. 11326 and H. R. 11548. Bill Fite, also on
the Committee staff, jo ed in the conversation. Later in the day, I'
received.a call fromC 'Alba; -.at the State Department, with regard to
H. R. 11548. (See Memorandum for the Record.)

Staff Director, House Permanent Select Committee on Intelligence, to pass
the request that he address a 2 June 1978 session of the CIA Mid-Career
Course from 3:00 to 4:15 p. m. Tom said that he would check his calendar
and get back to me.

L_ I called the Senate Committee on Energy and Natural Resources
in an attempt to locate a report that the Committee prepared which compared
various reports (CIA, GAO, etc.) on energy. I was unable to determine
that the Committee was preparing any such paper and so informed II 25X1
who in turn notified the interested analyst.

11. LIAISON Called Joe DiGeorgio,
GAO, to provide him with the follow-up to our eeting on 17 April
(See Journal item for 17 April). I told Mr. D' Georgio that there
are intelligence reports that his team mem rs will be shown in the
various stations they are visiting. Some these reports are so sensitive
that the team members may only be brie ed orally on them and that these
reports will definitely not be forwarde to the GAO regional base for subsequent
analyzing. I told Mr. DiGeorgio that each ;nili r r1?~1

early next week. Mr. DiGeor io said that he was less concerned with being

located in the countries t be visited that they are free to make available
our reports on terroris I told Mr. DiGeorgio that under no circumstances
could or would we issue that kind of blanket direction with regard to our
reports.

an urgent request that the Committee obtain the transcript from the 20 April
Subcommittee on Oversight, chaired by Representative Les Aspin (D. , Wis.
hearing. I said that today's article in the Washington Post on what the Director
said with regard to ambassadorial access to identity of CIA sources with whom
the ambassador is in regular contact has caused considerable anguish and that
we are anxious to rebut the interpretation provided in the Post. After
several phone calls and considerable effort on the part of the Committee the
portion of the transcript relating to ambassadors was obtained and I picked
the transcript up at 3:30 and forwarded a copy to all interested components.

Permanent Select Committee on Intelligence staff, who said that
Representative Les Aspin (D., Wis.), Chairman, Subcommittee on
Oversight, wanted to have what would be the last hearing on propaganda.
It will be closed and last for roughly two hours. Loch requested this
briefing for Thursday, 27 April. Subsequently, Loch called and requested
that the briefing date be changed to Wednesday, 3 May or Thursday, 4 May.

of State, called and referring to the article in the Washington Post this
morning, asked if it accurately reflected the DCI's statements of yesterday
concerning the role of the ambassador. I told him "no" and added that we
were trying to get a copy of the transcript today. He asked if we could
send him a copy of the transcript when we received it; I told him we would.
I also mentioned that the DDCI had been in contact with Ben Read, Deputy
Under Secretary for Management, Department of State, and had assured
him that the~Post article was in error.
House Select Committee on Assassinations, called and said he felt the 7
restrictions we had placed on the Committee's access to raw documents
was unworkable. I told him that I felt the restrictions were necessary to
maintain the physical control over the documents. He said that he thought
we should discuss the matter in person and we decided that we would meet
at 9:00 a. m. on 22 April to go over the full range of security problems
arising out of Committee business,
Coulson, Legislative Affairs, FBI, who said he had spoken to Bill Miller,
Staff Director, Senate Select Committee on Intelligence, about my request
to Coulson for information on the FBI's anti-terrorist programs and
Miller had told him that nothing further was needed from the Bureau on this.

19. EMPLOYMENT REQUEST Received
a call from Lorraine Grant, in the office of Representative Carroll
Hubbard, Jr. (D., Ky.), requesting employment information for
a constituent who is graduating from college this Spring. I told her
that I would forward to her the appropriate employment' forms. OLC
Registry was advised.
20. LIAISON Called Thomas K. Latimer,
Staff Director, House Permanent Select Committee on Intelligence,
to set up an appointment to bring DC/CI Staff, down to
brief Mr. Latimer on Jay Epstein 's book, Legend. We agreed on 1500
hours on 25 April.
21. LIAISON Called Mike Flannigan,
V House Permanent Select Committee on Intelligence staff, to tell him
that the other four DOD boxes (from the Pike Committee materials)
are here for his review. Tentatively, he agreed to come out here on
Thursday, ,27 April, to review the boxes.
23. LIAISON Called Loch Johnson,
House Permanent Select Committee on Intelligence staff, to set up an
Jappointment for him with the Chief and Deputy Chief, EUR Division,
to discuss his recent trip to Europe. We agreed upon 3:30 on Wednesday,
26 April. Loch also agreed that it would be useful to meet with
to discuss the planned 3 or 4 May closed hearing
that Chairman Les Aspin (D., Wis.), Subcommittee on Oversight, will
be holding on propaganda. Loch told me that he and Chairman Aspin were
pleased with the way that the 20 March hearing with the DCI went and he
provided me with some guidance on the general themes that Chairman Aspin
would want to cover in the 3 or 4 May hearing.
