Our experience has shown that the ;.,ultiplo award procedure encourages td :ul,ufacturor competition and induces product versatility and higher quality. As a cor,sequonee it increases customer flexibility in the use of containers. 3. A pro;;ra::: involving a sin :1e procurement award would eliminate this flexibility.
