Containers
1. At a 24 October 1973 meeting or the Inter-
agency Committee on Security 'Equip,:en.t, this Agency
too'.: a position favor in:; miulti?lrs ai,zird for procure-
ment of security containers. On 1 X'pril 1974, this
Agency received a request froa tho Co;-Lrilttc^?o chairuiari
for a written confirmation of this position. Such is
being provided herein.
2. Our experience has shown that the ;.,ultiplo
award procedure encourages td :ul,ufacturor competition
and induces product versatility and higher quality.
As a cor,sequonee it increases customer flexibility
in the use of containers.
3. A pro;;ra::: involving a sin :1e procurement
award would eliminate this flexibility. Inasmuch as
there is no conr,ercial market or the higaer priced
govermdont? approved security containers, a. number of
currc;;t viaanufccturors have indicated that, in ti-o
absence of a :;overn-:?ent contract, it would-:tot be
ccono.:tically feasible for then to continuo to pro-
duce tho containers and related parts. c
