VO-001, the House International Relations Committee, called asking for a
copy of the recently released (unclassified) CIA publication on Soviet
:defense expenditures., I said that I would obtain a copy and send it
to her,
2. (Unclassified - RSG) LIAISON Took a call from Mike Hershman,
Subcommittee on International Organizations, House Committee on International
Relations, who indicated that he had been in touch with a Mr. Porter, Korean
Desk, Department of State, regarding the declassification of a State
Department memoranda dated 2 June 1971 regarding STAT
Mr. Hershman indicated that Paul Garbler, formerly of OLC, had no
problems with release of this memoranda if State Department approved.
State Department informed Mr. Hershman that the memoranda contains CIA
information and, therefore, State will call me next week to confirm that
CIA has cleared release of the document.
3. (Unclassified - LLM) Advised Ron Tammen, Legislative
Assistant to Senator William Proxmire (D. , Wis. ), of the; status of the
answers to the questions concerning the G. William Miller nomination to
the Board of Governors of the Federal Reserve System that he had raised
yesterday and the problem areas we were including. (See Memorandum
for the Record, OLC 78-0557. )

8. I LIAISON Accompanied DDCI-designate
Ambassador Carlucci to a courtesy call on Senator Daniel P.
Moynihan (D., N.Y.). Abram Shulsky, on the staff' of the Senate Select
Committee on intelligence, sat in on the session. Senator Moynihan is
an old friend of Ambassador Carlucci's and clearly supports his
nomination to the position of DDCI. He noted, however, that he is
scheduled to be in Panama next Friday when the Ambassador's
confirmation hearing will take place. He indicated, however, that he
would talk with Senator Birch Bayh (D., Ind,.) to assure that certain
sensitive issues were not raised in the open hearings on the Ambassador's
nomination.
9.1 LIAISON Called Chris Lay, Legislative
Assistant to Representative Steven Symms (R., Idaho), regarding his
request of 19 January for the new Agency study on Soviet defense
expenditures. I told Lay the report was being distributed on the Hill
through the House Armed Services Committee and he should ask that
Committee for a copy. I told him if he was unable to get one there to
call me back. He agreed.

the Committee's series of bi -weekly intelligence briefings. The first
one is to be on 31 January at 10:00 a. in.

12. IAISON Received a call from Jeanne
McNally, secretary to Tom Latimer, Staff Director, House Permanent
Select Committee on Intelligence, who asked if DDCI-designee Frank Carlucci
could meet with Representative Edward Boland (D., Mass.), Chairman of
the Committee, on 24 January at 8:30 a. m. and Ranking Minority Member,
Bob Wilson (R., Calif.) at 9:30 a. m. After checking, I confirmed these
appointments. The meeting with Chairman Boland will be in the Committee
offices, and the meeting with Wilson in Wilson's personal office.
13. LIAISON Called .Audrey Hatry, Clerk,
Senate Select Committee on Intelligence staff, and obtained the Committee
hearing schedule for next week. Two hearings are scheduled: 24 January
on electronic surveillance, and 27 January for confirmation hearings for
DDCI-designee Frank Carlucci.
14. LIAISON Received a call from Chris Lay,
Legislative Assistant to Representative. Steven Symms (R., Idaho). Lay
said he had read in the newspaper of an Agency study on Soviet defense
expenditures. Lay asked for a copy and I agreed to send him one.

White House Congressional Liaison staff, to advise him that we had
received an inquiry from the Senate Committee on Banking, Housing
and Urban Affairs on information pertaining to the G. William Miller
nomination to be Chairman of the Federal Reserve System.
9. (Internal Use Only - LLM) LIAISON Advised Tom Latimer,
Staff Director, House Permanent Select Committee on Intelligence,
,of the inquiry we had received from Reresentative Robert Carr
(D., Mich.) regarding the case of and that I recommended
that he deal through the House Select Committee if he wishes to pursue
the matter.

Cary, took a call from Ron Tammen, in the office of Senator William
Proxmire (D., Wis.), who still wants to pursue a meeting with our
people to raise questions which may relate to the hearings on the
nomination of G. William Miller to be the Chairman of the Federal
Reserve System. I told Tammen this could get us into the thicket of
intelligence sources and methods and asked if he could get to the secure
phone in the Senate Select Committee on Intelligence and we could go
over his specific questions. This he agreed to do and did. (See Memorandum
for the Record. )
11. (Unclassified - LLM) LIAISON Advised Sam Hoskinson, NSC
J staff, of the letter received from Senator Charles H. Percy (R. , Ill. )
involving the Soviet reclama to Mel Laird's article, "Is This Detente,
in the July 1975 issue of Reader's Digest.

Senate Select Committee on Intelligence, called to get the story on the PNG
war.

While there will be a transcription taken, the session will be a briefing,
as opposed to testimony. Personal staffers will be precluded by stating
that only individuals with compartmented clearances will be admitted.

of our office, referred this to me after finding out from. NFAC/CSS that
there is nothing on this subject which is not classified. Mr. Johnson asked
for my help in locating something on the Chilean economy for a constituent.
I suggested he call the Department of State and ask if they have any
"Economic Trends Reports" on Chile. This is an excellent unclassified
report. .

office, requesting a meeting for some farmers who were in town and
would like to speak with someone from the Agency regarding crop and
weather reporting. I explained to her that we dealt mainly in foreign
crop and weather reporting and referred her to the Department of
Agriculture.
