I have your letter of 31 March to the Director
requesting data on CIA programs concerned with the Soviet
economy. Some of the information requested in the letter,
such as budget and personnel figures, is classified. Last
week Agency representatives met with Richard Kaufman,
General Counsel to the Joint Committee, to discuss how the
Agency might contribute to the Committee's public study
without; revealing classified information. Agreement was
reached to submit to the Committee a description of the
major CIA research functions on the Soviet economy,
together with a list of specific topics about which CIA
has specialized expertise; for example, agriculture, metals,
and military costing. We will also provide a listing of
CIA's unclassified studies on the Soviet economy and
military expenditures published during the past six years.
The data is now being compiled.
