called to determine our coiiimon equities of the Federal Tort
Claims legislation, H. R. 9219, S. 2117 and the Metzenbaurm
substitute, S. 3413. Stearns felt that we were natural allies
in some of the issues and wanted to be sure they did nothing
to preempt our equities.
