Approved For Release 2006/09/28: CIA-RDP81 M00980R002 JOURNAL OFFICE OF LEGISLATIVE COUNSEL Monday -- 19 Jane 1978 LIAISON Per her request, I sent some general information on Zazmb.ia which I obtained from the National Basic Intelligence Factbook to Jean O'Neil, in the office of Representative Clarence D. Long (D., , Md. ). This request was made on behalf of a constituent who is 'a good friend of the Congressman. 2. LI1`,.ISON Per his request, I sent to Kirk Willison, in the office of Representative Peter H. Kostmayer (D. , Pa. ), several maps showing Turkey, Cyprus, and surrounding areas. 3? LEGISLATION Called Bob Carlstrom, 0MB, to find out i ie would be attending the H. R. 12171 hearing ("Federal Accounting and Auditing Act of 1978. ). His secretary indicated that John Gavin, Justice Department, had just called to say that the hearing in the House Governt-nent Operations Subcommittee on Legislation and National Security had been cancelled 4? LEGISLATION Called John Gavin, Justice Department, to confirm cancellation of H. R. 12171 hearing (see Journal Item above). Mr. Gavin indicated that he had received a call Saturday afternoon saying that the hearing on the bill had been cancelled. I asked Mr. Gavin to make available for us a copy of Justice Departn-a.ent's statement. He said he would have it available for our pick up today. Justice decided not to parrot our views in their statement; they do, however, make mention of the fact that the bill would infringe certain Executive Branch secret operations which, Justice says, even the courts have supported. Mr. Gavin also indicated that Justice makes an "Executive Privilege" argument in its statement and recommends that a system similar to that called for in the intelligence charter legislation (S. 2525) be adopted. Mr. Gavin also said that the statement goes `into the subpoena power called for in the bill (H. R. 12171). In closing Mr. Gavin asked that we get back to him if we had any comments on the Justice Department statement. v1O ..I!C
