FOR THE RECORD SUBJECT: Briefing of House Appropriations Defense Subcommitee on World Wide Intelligence Matters 1. ~n 26 January at 10:00 a.m. the Defense Subcommittee of the House Appropriations Committee convened to continue the briefing begun the previous day on current intelligence around the world. A sweep of the room (H 140) was conducted by CIA security, the briefing was electronically monitored, and security was provided for the transcript notes. The hearing ran from 10:00 a. m. until 12.:15 and from 2:00 p.m. until 4:15. 2.0 Subcommittee Members present for all or part of the briefing were: Chairman George H. Mahon (D., Tex.), Representatives Robert L. F. Sikes (D.;, Fla.), Joseph P. Addabbo (D., N.Y.), John J. McFall (D., Calif.). John J. Flynt, Jr. (D., Ga.), Bill D. Burlison (D._,. Mo. ), Jack Edwards (R., Ala.) and J. Kenneth Robinson (R., Va. ), 300 Staff members present for all or part of the hearing were 25X1 Ralph Preston, Charles Snodgrass, Peter Murphy, Derek Vander Schaaf, John M. Garrity and Charles Murphy. 4. he witnesses were as is indicated on the attached 25X1 witness al1st. The subjects covered included balance of Warsaw Pact-- session the Chairman thanked Associate Director for Managment, National Foreign Assessment Center, for a fine presentation. -;NATO forces, the Soviet military budget, the political and military situation in the horn of Africa, the Middle East, the Arab-Israeli military balance, the Sino-Soviet dispute, Chinese foreign policy and the Chinese economy. 5. Subcommittee Members' questions reflected their hope to use the inrormation being provided to help them arrive at FY 1979 Defense budget decisions. LIAISON Per Annette Swider's request 25XI I forwarded to Elliot Maxwell, of the Senate Select Committee on Intelligence staff, and to Walter Sheridan, of the Senate Human Resources papers while under contract to Project MKULTRA, 2., LIAISON Called Larry Ellsworth, 25x1 Senate Select Committee on Ethics staff, in the late evening of 30 January 1978 to advise him that our search for materials requested in their 9 January 1978 letter was complete and that the documents would be available here for their review anytime after noon on 1 February. Judy Schneider, of the Committee staff, called in the morning of 31 January 1978 to advise me that she and one other staffer would review the materials at 10.00 a. m. on 2 February. 25x1 was advised and agreed to these arrangements, 3. LIAISON Received a call from Jan 25x1 Laughry, of the House Committee on Standards of Official Conduct staff, who stated that the envelope addressed to the Director of Security that I had previously arranged to have picked up was never picked up. 25x1 has been advised. 25x1 4. LIAISON Attended the bi-weekly Senate 25x1 Select Committee on Intelligence briefing. Senator Jose h den (D., Delp V/and about a dozen staffers were present to hear FAC/CSS 5x1 brief on the few current intelligence OSR 5x1 brief on the Soviet strategic forces, answered a num er of 25x1 questions raised by the staff on the spot and we will follow-up with brief responses on a few remaining ones.
