SUBJECT: 10 February 1978 Briefing of the Senate
Acting Legislative Counsel
Military Presence in Africa
1. "Action Requested: In. light of the information below,
do you still want to be present at referent briefing?
for Senator Clark, who chairs the African Subcommittee of the Senate
Foreign Relations Committee, requested a 10 February briefing for
the full'Committee to focus on "foreign military presence in Africa.
This intelligence briefing has been scheduled to precede a U. S. policy
in Africa briefing to be -presented by Assistant Secretary of State Moose.

The Committee suggested tha Chief, Africa
Division, ORPA, would be a suitable level, although the Committee
left the final determination up to us. The topics for coverage are any
military personnel in Africa presently stationed on foreign soil and
would include but not be limited to: Cuban, Soviet, PRC, French,
and various African troops presently stationed outside their own
national boundaries.
The intelligence briefing has been closely coordinated with
Assistant Secretary of State Moose.
