to himself, Norvill Jones, Committee Chief of Staff, Hans Binnendijk, and
any Members of the Committee who desired to read the report and to return
it when they no longer needed it. He said he would be happy to.

NFAC/CS to a meeting vvi o Roberts, Counsel for Senator Harry
Byrd (D., Va.), Subcommittee on Intelligence within the Senate Armed
Services Committee. Mr. Roberts said that Senator Byrd wants to
energize the Subcommittee and beginto.hold some hearings and briefings.
He suggested that Mr. Roberts set up a CIA briefing on Africa and the
Middle East and the Soviet and Cuban presence and activities therein.
We suggested that this would be too much material for one session.
Mr. Roberts was not sure whether he would want to have the DCI or DDCI
attend these sessions or would want "expert level" witnesses. He tentatively
suggested the 10th or 11th of April as suitable dates, probably between
10:00 and 12:00 a. m. He said that he would consult with Senator Byrd's
office and get back with us. I gave hi of our office, name and 25X1
number.

4. I FOIA/LIAISON Received a call from
Miss Lois d, Maine district office of Senator
Edmund S. Muskie (D., Maine), asking how to proceed with obtaining
information for a constituent, Mr. Ken Kantro, who thinks because of
his past association in the 1960's with the Student for a Democratic
Society (SDS), CIA might have information on him in our, files. I gave
Miss Smith the name and address to pass on to the constituent and
suggested she also have him send along a notarized statement as to his
identity for purposes of expediting his request. I also mentioned to her
that we have a very large backlog of cases and it would probably take
several months to complete any search for Mr. Kantro. She thanked
me and said she would so advise the constituent.
5.1 LIAISON Spoke to Jim Smith, on
the Senate Armed Services Committee staff, to inform him that
William L. Ball, III, of the Committee staff, for whom clearances
were requested, would require a current background investigation.
Mr. Smith said he would ask the Defense Department to institute
the same.
6 LIAISON Don Richbourg, on the staff
of the House Appropriations u ommittee on Foreign Operations staff,
called to check on the clearances of Barbara Rowan and Martha Talley,
on the staff of the House Committee on Standards of Official Conduct,
who were going to review documents in the Subcommittee offices that
afternoon. Richbourg was provided the information.

7, BRIEFING Accompanie 25X1
FAC/CSS, an OWI, to a briefing of the ouse Permanent 25X1
Select Committee on Inte igence. Attending tine re: Thomas K. Latimer,
Staff Director, and two other staff members: Mike O'Neil and Diane LaVoy.
The briefing was on Soviet space shuttles and a current intelligence review.
The briefing lasted from 10:00 to 11:00 and took place in Room 407, The Capitol.
There were no outstanding questions.
8, LIAISON Lisa Kennedy, in the office 25x1
of Representative Christopher odd (D. , Conn. ), called to ask whether there
was any truth to the recent article claiming that missiles have been introduced
into Cuba. After checking wit NFAC/CSS, I told her that we 25X1
have no evidence that there has been an introduction of missiles into Cuba;
similarly, we have no evidence that submarine pens have recently been
built in Cuba. She expressed her appreciation and said that she would
be passing this information on to Congressman Dodd.

(I., Va.), Chairman, Intelligence Operations Subcommittee, Senate
Armed Services Committee, in connection with a proposed hearing in the
next couple of weeks on Cuban, USSR activities in the Middle East and
Africa. I told Roberts that I thought it would be helpful if we had an

Security, I told him that we were not, that the secrecy agreement had
withstood at:least one court case and that it was considered adequate, and
(b) what is the DCI position on budget disclosure? Mike had received a new
version fro 7urce and vcwanted to be sure about it. After
checking wit of our office, I told Mike that the DC-I's position,
simply stated,- is that the Executive will not object if Congress determines
that it is in the national interest to publish one overall figure for the
Intelligence Community, but would draw the line there: e. g. , the Executive
would object to providing the individual budget figure for any of the
individual Intelligence Community member agencies.

Committee on intelligence staff, and rearranged his briefing on the Soviet
space shuttle from 29 March to 30 March so that the Agency would only be
giving one briefing to Senate staffers. A similar briefing has also been

Committee on Commerce, Science and Transportation..

information on technology transfer. After checking wit

who could sit down with the GAO people but he would be occupied on
another project for about two weeks. Hunter said this would be
letter, regarding suggested statutory changes, with which OMB was concerned,
was not included.
20. LEGISLATION Spoke with Bob Carlstrom,
OMB, and told him that the substance of the letter from Jack Blake, DDA, to
Representative Bill Burlison (D., Mo.) had been included as a submission
for the record in the transcript of Mr. Blake's testimony on 7 March before
Representative Burlisonts Subcommittee, and that the final portion of the

oil demand and production. I told her that the constituent was probably
referring to "The International Energy Situation: Outlook to 1985. " I
gave her the number of the document and referred her to the DOCEX
Project at the Library of Congress.

Dave Barton, House International Relations Subcommittee on Europe
and the Middle East staff, who had five copies of an unclassified
transcript of testimony by the Agency before the Subcommittee and
he wanted to send copies to the Agency briefers who testified. I
told him that I would arrange to have a courier pick up the transcripts
and we would see that the proper people received them.
9. EMPLOYMENT Received a call from
Mary -Jolly, who works for airman Birch Bayh (D., Ind.), Senate
Judiciary Subcommittee on Constitution, whq asked for an application
form for a constituent. OLC Registry will handle.
10. EMPLOYMENT Received a call from
Wanda Sco , in me o ice o Representative Gunn McKay (D. , Utah), who
wanted to know the name and address of the Director of Personnel for a
constituent. I provided the information to her. I told her, however, that
if the constituent was interested in employment with the Agency, I would be
happy to arrange to have an employment package sent either directly to the
constituent or to Ms. Scott for the constituent. Later in the day, Ms. Scott

11. CONSTITUENT Received a call from
Ed Smith, in e o ice o Senator Lawton Chiles (D. , Fla. ). The
Senator's office had been contacted by a law firm who was interviewing
applicants for a job. One of the applicants had stated that he used to
work for the CIA. The law firm wanted to know how to go about
contacting the CIA for the purpose of checking out his past employment
with the Agency. After checking wi Office of Personnel,
I called Mr. Smith back and told him to have the law firm write to
.the Director of Personnel to request this information and to enclose
a statement from the applicant which authorizes that information on him
may be released to the law firm.
Mr. Smith then said he had been asked recently by a constituent
who was an applicant for a position with the Agency how the constituent
could obtain the information acquired on him during his background
investigation. I told Mr. Smith to have the constituent write to our
Information and Privacy Coordinator, Mr. Gene IF., Wilson, and
furnished the address. , f

Member of Subcommittee on,Program and Budget Authorization, on the
Strategic Balance of Forces in Room 407, The Capitol, from 10:00 until
11:30. The Congressman was a good listener and asked excellent questions,
which displayed both his interest in the subject matter and the itensity
with which he followed the highly technical briefing. I believe that the
Congressman really meant his expressions of appreciation and that he got a
lot out of the briefing. .,

request on to the Senate Appropriations Committee,
House Appropriations Committee and House Permanent Select Committee
on Intelligence (re. OLC 78-0290).
15.1 HEARING Returned the corrected
transcript of the 7 March DDCI appearance before the House Permanent
Select Committee on Intelligence Subcommittee on Program and Budget
Authorization to Jim Bush, on the Committee staff.
16. LIAISON Talked to Chuck Snodgrass,
on the staft o the House Appropriations Committee, about delivery of
his safes tomorrow.
17. I LIAISON Called Lot Cook, on the staff
of the Sena lee ect Committee on Intelligence, and requested in accordance
with the memorandum of understanding with the Con'raittee that the FBI
summaries for Rosemary C. Tascione and Alexandra M. Tomalonis,
applicants for staff position on the Select Committee, be sent directly to
the Director of Security for adjudication in connection with the Committee's
request for their security clearances. Cook said he would do so right
away.

the House international Relations Committee, called to request some
Agency publications which were sent to him; "Chiefs of State and Cabinet
Members of Foreign Governments, " "Economic Indicators Weekly Review, "
"International Energy Biweekly Statistical Review, " and "Research
Aid, Handbook of Economic Statistics 1977. "
~19. I LIAISON Called Hal Ford, Senate Select
Committee on Intelligence staff, who filled me in on the interest he and
Ted Ralston, also of the Committee staff, have in the Soviet sace shuttle.
Ford had requested a briefing on this subject throug
CSS/NFAC, office. Ford indicated Senator Adlai Stevenson (D., Ill.) is
interested in-space developments and Ford may want the briefing given
to Senator Stevenson personally.

Select Committee on Intelligence staff, who told me that the planned
trip for Representative Morgan F. Murphy (D., Ill.) has been cancelled.

2.1 LIAISON Pat Long, House Permanent
Select Comma ee on Intelligence staff, and Thomas K. Latimer, Staff
Director, both called me with requests about the status of Herbert
Romerstein, currently on the staff of-Representative John Ashbrook
(R., Ohio), and about to become a staffer of the House Permanent Select
Committee on Intelligence. He is scheduled to report to work
(he will sit in Pat Long's office) on but we have not reported back
to the Committee on his clearance. of our office, has looked
into this and apparently the file is un er review by the Office of Security.
I have informed Thomas Latimer that the file is still being reviewed.
28. LIAISON Loch J61~nson, House 25X1 L Permanent Select Committee on telligence staff, requested that I
obtain a copy of a Studies in Intelligence article by John Warner on
CIA's legal position with regard. to Marchetti. I said that I would look
into it and get back to him.

30.1 LIAISON Saw Pat Long, House
Permanent Select Committee on Intelligence staff, and told him that we
have an expert on terrorism and someone (same person) who has prepared
psychological profiles on terrorists. I added that this individual would be
available to talk to Representative Bob Wilson (R., Calif.) at the latter's
convenience. I also told Pat that the CIA does not have any knowledge of
pipelines for dissidents to escape from the USSR.
