Attached are parts of the Senate Budget Committee Report on the First Concurrent Resolution on the FY 1979 Budget. The overall recommen- dation calls for 129.8 billion dollars, rather than the President's request of 128.4. In the language on major mission areas they strongly support most of the Administration programs, but since the budget resolution does not address detail below the entire defense function, the verbiage on missions and the detailed recommendations will have no legal force. For the first time intelligence spending is addressed, on page 63 of the report. As I understand from the Staff, this was meant to be a friendly reference, indicating Committee support. 2. Although the language is meant to be friendly, it raises a problem for next year. In this language the Committee is claiming a right to more detail in the future. This claim is inconsistent with our general policy of using the Intelligence Committees as the inte face between the Community and the Congress, and is inconsistent as fell with the wishes of the SSCI. 3. It is important to bear in mind that the charter for the Senate Select Committee contains language that protects the right of all of the Committees to access to finished intelligence information. It is silent, however, on their right to access to budgets or to sources and methods. Budget Committee Staff Members were surprised when I drew this distinction to their attention. 4. This is likely to be an intramural squabble in which we will be only peripherally involved. I doubt that it would be a point of serious contention between the two Committees.
