I and I reviewed all of the options with respect to the Intelligence Community legislative liaison function. He wanted to get my agreement on the basic structure which will be as Director of an office which willL.include liaison with Intelligence Community components and with the Hill. A legislative liaison person STAT will report through I land will be responsible to us in OLC as well on legislative matters. I have no problem with this STAT organizational scheme and he plans to announce it as soon as the reprogramming is signed. 2. I did, however, object to the naming o as the occupant of the liaison position. I did so on the grounds that I did not feel that John and I had interviewed all possible candidates for that job. STAT I cited specifically lack of experience in legislative matters. I indicate that was important for the position's incumbent to be both substantive and political and if we were going to try to alter our approach to the House Appropriations Committee we ought to have somebody who was pretty skilled in the ways of the Congress. Therefore, John has agreed to consider with me additional candidates for the job. STAT He will not announce I I appointment to it but will make STAT II available to during the remaining weeks of this legislative session to help as needed in the reclamas. 3.
