Turner: I am aware of the extensive reduction in force being implemented in your agency, and I believe I know the reasons therefor. However, it has come to my attention that I I, employed in the Operational.' Department of the CIA, is included in that reduction. I understand that possesses unique background and experience for the job which he has been doing in the Counter-Intelligence field (mainly against Soviet Intel- ligence). As to the quality of his performance, please note the enclosed copy of his supervisor's statement. Furthermore, whose termination is scheduled for March., has only 9 months remaining until he could retire from government service in accordance with his individual, plan. Having been employed by the CIA since 1948, with a good record, he would appear to be deserving of an ex- tension of service through those 9 months. His service was in 25X1 I discharged both of these assignments in an exemplary manner, 25X1 As the manager of a highly sensitive substantive project involving important foreign activities, achieved re- 25X1 sults unmatched in the 25 previous years of the life of this project. I attribute this to his perceptive and retentive mind and his capability to relate events, extract their es- sential characteristics, and synthesize a research and analysis program to achieve maximum exploitation of available data. Throughout his time on this project, indeed through the period of our collaboration, he has demonstrated exceptionally good judgment and discretion. In fact this project was conducted quite independently by without 25X1 my ever finding fault or having to intervene in his actions or directions to other agencies or governments which were involved. His handling of this project inspired the admira- tion and respect of these individuals and entities just as it did my own. His ability to assess the capabilities-of people and enlist them productively in the preparation of these studies not only resulted in timely and dependable products, but eventually led to establishment of a production system which was practically automatic and required only moderate quality control.' He has been a dependable and serious officer with considerable versatility and flexibility during a period of time when these qualities were at a premium: His good-natured acceptance of difficult personnel and work situations has constituted a special contribution to the programs and projects which I have initiated or-been required by unusual circumstances to undertake. His advice and suggestions have always been sound and their ramifica- tions thoroughly considered.
