The Center for the Study of Intelligence will conduct a Symposium on Creativity, Controls, and Ethics over a two day period 29 to 30 Mach, 1978 (Wednesday and Thursday) A maximum of 60 officers, invited trom throughout the Agency, will attend. 2. These topics have been discussed in various forums within the Agency including seminars sponsored by this unit, Office of Training courses (Mid-Career and Senior Seminar) and in Directorate sponsored meetings. In this symposium we hope to combine the views of distinguished guest specialists with the observations and -analyses of CIA panelists who have studies these questions. The outside guests are: /L, 6 Graham Allison; Dean of the Kennedy School of Government,- Harvard University: "A Code of Ethics for Intelligence" Ronald J. Stupak, Professor of Political Science and Contemporary Affairs, Federal Executive Institute: "A Personal Ethic and a Company Ethic" Colonel Zane E. Finkelstein, Director, International Legal Studies, U.S. Army War College, Carlisle, Pennsylvania: "Ethical Issues of Military Leadership" These presentations will be supplemented by panels of Agency officers.
